BELGIAN ENGINEER RECOM-

MENDED.

HE. Viceroy Shum has received a telegram from H.E. Sheng Kung Pao, Minister of Railways in China, recommending a Belgian engineer to be chief constructor of the Yuet-Han Railway. Viceroy Shum immediate- cabled from Whampoa to Wes Tsotal requesting the latter to inform the Railway Company the contents of Sheng's cablegram. The Chief Superintendent (Cheang Tootai) of the Yuet-Han Bailway Company replied to Viceroy as Follows:-

"If Messrs. Chim Tin Yau and Kwong Shoun Mow (engineers) are unable to come back to Canton to take up the position of chief con- structor to the Yuet-Han Railway I will consent to your proposal to engage

Hak Lap Sze (Belgian engineer). Please inform me the salary for engaging Hak Lap Sze.

FOREIGN ENGINEER FOR CANTON HANKOW RAILWAY.

The Se Man Pao" says:-On the 3rd day of this month a tele- gram was received intimating that; a foreigner Chie Shao wished to become Chief Engineer of the Can- ton-Hankow Railway. This tele- gram was forwarded to Viceroy Tzen, who instructed Taotai Wen to ask the Railway Company, whose General Manager at once replied. Since Ch'en Kuang (the proposed Chief Engineer) cannot come back to Canton, we ought to yield and engage a foreign engineer, but wes ask your Excellency to enquire on behalf what salary the foreigner wants. Yesterday the Company elected Ho Lien Chau as second engineer, and we asked Taotai Wen secure your Excellency's ap- proval of this election in a personal interview, and we are now obedient- ly awaiting it."

The "Sze Man Pao" however does not approve of these steps at all and says, after enumerating the different railways built by for- cigners, that all these railways are still under the influence of for- eigners, and that if once foreign engineers are engaged for the Canton-Hankow Railway then this linc also will come under foreign influence. Therefore it should be the ambition of the Cantonese to build the Railway themselves with- out foreign help.

ENGINEER PROPOSED,

Our Canton correspondent, writing on the 25th inst., says: It is reported that H.E.- Viceroy Shum has received a telegram from Shong Kang-pao, Director of Railways, recon- mending the engagement of a Belg'an engineer to superintend the construction of the Canton- Hankow Railway. Viceroy Shum immediately communicated the matter to the local directors, who replied that they had no objection to make, assuming that neither of the Chinese engineers, Chim Tie-yaa or Kwong Shum-mow was able to come south. The directors asked the Viceroy what remuneration the Belgian engineer would expect.
